Maryland Wear and Carry Permit

Maryland requires individuals to obtain a Wear and Carry Permit in order to legally carry a handgun concealed or openly in public.

To apply, applicants must generally:

  • Be 21 years of age or older

  • Complete the required 16-hour initial training course

  • Submit Livescan fingerprints

  • Pass the Maryland State Police background investigation

  • Meet all state eligibility requirements

Renewal applicants are typically required to complete an 8-hour renewal course.

Maryland is now a shall-issue state, meaning permits are issued to qualified applicants who meet the legal requirements.

Maryland Handgun Qualification License (HQL)

In most cases, a Maryland Handgun Qualification License (HQL) is required before purchasing, renting, or receiving a handgun.

The process typically includes:

  • Approved firearms safety training

  • Fingerprinting

  • Background check

  • Submission through Maryland State Police Licensing Portal

Certain exemptions may apply, including some Wear and Carry Permit holders and qualified law enforcement personnel.

Firearm Purchase Requirements

Maryland has strict laws regarding firearm purchases.

Handguns / Regulated Firearms

For handguns and certain regulated firearms, Maryland generally requires:

  • Background check

  • 7-day waiting period

  • State application submission

  • Age requirement of 21 years old

Maryland also generally limits the purchase of regulated firearms to one every 30 days, unless an exemption applies.

Long Guns

Rifles and shotguns must also be transferred through a federally licensed firearms dealer with a NICS background check unless otherwise exempt.

Private Firearm Transfers

Maryland generally prohibits private firearm sales without the required legal transfer process.

Most private transfers must be completed through a licensed firearms dealer (FFL) with a background check.

This includes many transfers between private individuals.

Safe Transportation of Firearms

When transporting a firearm in Maryland, it is critical to comply with state law.

A firearm should generally be:

  • Unloaded

  • Stored in a case or enclosed container

    • the range

    • a gunsmith

    • training classes

    • hunting activities

Permit holders should also remain aware of location-based restrictions.

Prohibited Locations

Even with a valid Wear and Carry Permit, firearms may be prohibited in certain locations.

Examples may include:

  • Schools and school property

  • Government buildings

  • Certain public demonstrations

  • Restricted private property where prohibited by the owner

  • Certain federal properties

Because location laws may change, always confirm current Maryland and federal restrictions before carrying.

Firearm Storage Laws

Maryland law requires responsible firearm storage, particularly where minors may have access.

Firearms should be stored:

  • unloaded when not in use

  • in a locked safe or lockbox

  • with cable or trigger locks when appropriate

  • inaccessible to unauthorized persons
